Сам этот подъем во многом был обусловлен взвешенной и прагматичной внешней политикой, которой страна последовательно придерживалась с середины 1970-х годов. В последние годы, однако, внутри и за пределами Китая стала набирать силу дискуссия, порожденная представлениями о том, что КНР вступила в эпоху кардинальной трансформации взглядов на себя, свое место в мире и, как следствие, свое поведение на международной арене. Число участников этой дискуссии растет вместе с увеличением количества мнений и аргументов в поддержку той или иной позиции. За пределами Китая эта дискуссия вращается вокруг нарратива напористости. Внутри страны спор преимущественно идет между защитниками традиционного подхода «держаться в тени» (таогуан янхуэй) и сторонниками новой стратегии «стремления к достижениям» (фенфа ювэй). В данной статье представлен вариант упорядочения содержательного пространства дискуссии о современной внешней политике Китая, развернувшейся в англоязычных международно-политических исследованиях, позволяющий сопоставить различные точки зрения и оценить аргументы и доводы, на которые они опираются. Для этого автор предлагает использовать матрицу, сформированную на основании двух критериев: наличие перемен (признание/отрицание данного факта); оценка соответствующих возможных эффектов и последствий (позитивная/негативная). Подобный подход, неизбежно влекущий за собой определенное упрощение и схематизацию взглядов участников дискуссии, тем не менее, выгодно отличается от традиционных, более нарративных попыток ее описания и концептуализации благодаря четкости и прозрачности методологических установок, позволяющих более рельефно обозначить содержательное ядро рассматриваемых позиций. Всё это расширяет возможности для более взвешенных и достоверных суждений относительно обоснованности тех или иных оценок, понимания текущего состояния и вероятных трендов эволюции международной политики и поведения Китая. Проведенное исследование позволяет заключить, что, хотя рассматриваемая дискуссия далека от завершения, большинство ее участников сходятся в признании факта качественной трансформации внешнеполитической линии КНР. Тренд в сторону большей настойчивости внешней политики Пекина отчетливо обозначился во второй половине 2000-х годов и с тех пор неуклонно набирает силу. Именно эта трансформация, не исключающая сохранения значительной преемственности по отношению к традиционным установкам, признается, таким образом, ключевой особенностью современного внешнеполитического курса КНР. С точки зрения рассматриваемой дискуссии это означает, что на первый план теперь выходят вопросы, связанные с оценкой последствий данной трансформации для Китая, региональной расстановки сил и системы международных отношений в целом.</p></abstract><trans-abstract xml:lang="en"><p>Due to a rapid economic growth over the past several decades China has significantly strengthened its international positions. This growth in its own turn was to a large extent due to a pragmatic and sound foreign strategy that the country has been pursuing since mid-1970s. However, in recent years both within and outside China there has been an on-going debate on the alleged radical transformation of the PRC’s perceptions of its national interests, its place in world politics, and its foreign policy. The variety of opinions becomes increasingly complicated as the number of discussants grows and new arguments are adduced in support of different positions. Whereas outside China this debate structures around the narrative of the Chinese assertiveness, within the country the main dispute is between the advocates of a traditional policy of ‘keeping a low profile’ (taoguang yanghui) and proponents of a new ‘striving for achievements’ (fenfa youwei) strategy. The present paper aims to provide a framework for a systematization of debates on the contemporary foreign policy of China in the English language academic literature based on two criteria: whether a researcher admits that the Chinese foreign policy is changing and how he assesses implications of these changes. Such an approach undoubtedly entails certain schematization of the presented views and arguments. However, it differs favorably from traditional, more narrative approaches to conceptualization of the debate since it establishes a clear, transparent theoretical framework aimed to identify the substantive core of the presented views. This, in turn, can bring about a better understanding of the current state and possible evolution of Chinese foreign policy in general. The author concludes that although these debates are far from being over, most researchers admit the PRC’s foreign policy strategy is undergoing a radical transformation. Since the latter half of 2000s there has been a steady trend in the foreign policy of China towards greater assertiveness. At the same time this transformation ensures continuity of the basic principles of Chinese diplomacy.
