Особенную актуальность эти дискуссии приобретают сейчас, когда система международных отношений вступила в период глобальной трансформации. Проблема осмысления феномена НАТО дополнительно осложняется тем обстоятельством, что на протяжении долгой истории альянса его организационные и идентитарные аспекты также неоднократно подвергались достаточно серьезным изменениям. Для того чтобы приблизиться к пониманию логики и динамики этих изменений, в данной статье предпринимается попытка выявить и проанализировать ключевые особенности политики партнерства НАТО в постбиполярную эпоху в контексте гибкой системы партнерских связей «коллективного Запада». Автор приходит к выводу, что после окончания холодной войны Североатлантический альянс столкнулся с  серьезным кризисом идентичности и взял курс на радикальное расширение своего функционала, в том числе в рамках политики партнерства, за счет включения в него вопросов посткризисного регулирования, гуманитарной и гендерной безопасности, публичной дипломатии, изменения климата и т.д. Всё это свидетельствовало, на первый взгляд, об уверенной и последовательной трансформации НАТО из традиционного военно-политического объединения в «сообщество безопасности». Однако конфликт на Украине и глубокий раскол между Россией и Западом, которые во многом были спровоцированы именно специфическими установками политики партнерства и расширения НАТО, вновь вывели на первый план в процессах формирования коллективной идентичности блока традиционную бинарную логику «свой» — «чужой» и позиционирование себя в качестве прежде всего военного альянса.</p></abstract><trans-abstract xml:lang="en"><p>Despite the fact that NATO is celebrating its 75th anniversary this year, there is an ongoing debate on the essence and nature of the alliance, its role in international relations in general and the architecture of European security in particular. These discussions are especially relevant now as the system of international relations has entered a period of global transformation. The fact that the alliance has undergone numerous organizational and identity changes throughout its long history makes the problem of understanding the phenomenon of NATO all the more difficult. In order to address this challenge, the article focuses on the key features of NATO’s partnership policy in the post-bipolar world. The author concludes that in the wake of the Cold War, NATO faced a profound identity crisis and set a course for a radical functional expansion, in particular within the framework of partnership policy, by including the issues of post-conflict reconstruction, human and gender security, public diplomacy, climate change, etc. into its agenda. All this seemed to indicate a radical shift of NATO from a traditional military-political association towards a genuine ‘security community’.
