Среди региональных партнеров ЕС особняком стоит Королевство Марокко, которое еще в 2000-е годы первым в Южном Средиземноморье получило статус привилегированного партнера и стало одним из крупнейших реципиентов помощи Брюсселя. В статье обозначены стратегические ориентиры, приоритетные направления и основные результаты европейских программ помощи Марокко в 1999–2011 гг., начиная с восшествия на трон короля Мухаммеда VI и заканчивая событиями «Арабского пробуждения». Выявлено, какими соображениями руководствовался Евросоюз в своей политике оказания помощи Марокко с начала 2000-х годов, как они менялись в зависимости от хода политических процессов в стране и регионе и соответственно как это сказывалось на характере программ помощи. В статье изучены механизмы и условия предоставления поддержки со стороны ЕС, а также баланс между содействием, оказываемым правительству и структурам гражданского общества в Марокко. Дополнительно оценено соотношение между «политической» помощью, направленной на укрепление сектора правосудия, улучшение качества управления и т.д., и участием ЕС в развитии социальных и производственных секторов, партнерством в области безопасности. По итогам исследования сделан вывод о том, что Брюссель рассчитывал посредством вовлечения Марокко в Европейскую политику соседства, предоставления стране статуса привилегированного партнера и реализации мер социально-экономической и институциональной поддержки добиться большей либерализации, нежели с помощью программ, направленных непосредственно на продвижение демократии. Подобный выбор в значительной мере был определен тем, что ЕС стремился обеспечить политическую стабильность в Королевстве Марокко, которое играло весьма важную роль в противодействии таким значимым для Европы транснациональным угрозам, как нелегальная миграция и терроризм. Приверженность этому подходу (характерному и для взаимодействия ЕС с другими монархическими и республиканскими авторитарными режимами в регионе БВСА) побуждала евробюрократов достаточно спокойно воспринимать произошедшее в 2000-е годы на фоне преобладания императивов борьбы с терроризмом замедление процессов либерализации в Марокко, в результате которого «Арабское пробуждение» не обошло Королевство стороной.</p></abstract><trans-abstract xml:lang="en"><p>The European Union — the world’s largest collective donor — directs much of its assistance to the Middle East and North Africa countries. The Kingdom of Morocco is, however, a special case among the EU partners in the MENA. It was the first Southern Mediterranean country to receive a status of a ‘privileged partner’ back in the 2000s, and has been the largest beneficiary of aid from Brussels ever since. The paper identifies strategic directions, priority areas, and main outcomes of the EU assistance programs in Morocco in 1999–2011, from the King Mohammed VI’s ascension to throne to the Arab Awakening. Special attention is paid to the evolution of motives behind the EU assistance and changes in the nature of aid programs implemented in Morocco in interrelation with the political processes within the country. The author examines aid delivery mechanisms, distribution of aid through the Government and to civil society institutions in Morocco, as well as terms of such assistance. The paper also considers balance between the so called policy assistance aimed at strengthening the justice sector, promotion of good governance and so on, on the one hand, promotion of economic and social development and security sector reforms — on the other. The conclusion is drawn that in their efforts to ensure further liberalization of Morocco the EU leaders tend to rely on the European Neighbourhood Policy (ENP), the privileged partnership, social, economic and institutional support rather than on programs directly aimed at democracy promotion. This approach stems largely from the intent to promote political stability in the Kingdom of Morocco — the EU key partner in countering such transnational threats as illegal migration and terrorism.
