Доктрина Монро: оценки республиканцев в период формирования Версальско-Вашингтонской системы

В истории США доктрина Монро занимает особое место. Она не только стала одним из ключевых программных внешнеполитических документов своего времени, но и легла в основу самых разнообразных интерпретаций роли и задач Соединенных Штатов на международной арене в поворотные моменты мировой истории. Одним из таких моментов стал рубеж 1910–1920-х годов, когда развернулся болезненный процесс формирования нового, Версальско-Вашингтонского порядка международных отношений. В публичном дискурсе США этот процесс сопровождался напряженными дебатами между сторонниками президента-демократа В. Вильсона и его противниками-изоляционистами. И республиканцы, и демократы стремились использовать ссылки на доктрину Монро, с одной стороны, для обоснования собственных концепций внешней политики США в новых условиях, а с другой — как аргумент в борьбе с политическими оппонентами. Споры вокруг доктрины Монро нашли отражение в публикациях в периодической печати и аналитических журналах, а также в карикатурах. Изучая данные материалы, можно проследить процесс эволюции подходов американских политиков, экспертов, редакторов и журналистов к доктрине Монро. Особый интерес в этом контексте представляют аргументы республиканцев против «интернационалистской» трактовки доктрины Монро в условиях изменения миропорядка после Первой мировой войны. Исследование показало, что на начальном этапе дискуссий (1920) доктрина Монро использовалась республиканцами прежде всего для критики вильсоновской концепции международных отношений в целом и его позиции по вопросу Лиги Наций в частности. На следующем этапе (1921–1923) дебаты развернулись уже вокруг необходимости обновления доктрины Монро, продиктованной главным образом новыми тенденциями развития международных отношений на Дальнем Востоке, в частности обострением соперничества между США и Японией. Автор выделяет несколько основных подходов к трактовке доктрины Монро, сформулированных в ходе общественно-политической дискуссии в 1921–1923 гг. Показано, что, несмотря на существенные расхождения во взглядах, и изоляционисты, и интернационалисты в ходе этой полемики пришли в итоге к расширительным трактовкам доктрины Монро, признав необходимость распространения ее принципов на весь Азиатско-Тихоокеанский регион.
